the tires were old and tired cracked through and through. i went into northern tool and found new wheels that were slightly bigger than stock with fresh rims for hardly any more than it would have cost to buy bare rubber. my boys and i pushed it up the hill in front of the house and rolled down a couple times to "test" the brake. put a new shoe assembly in the front hub.
